  • MOSSEL BAY NEWS – In another first for the Mossel Bay Municipality, the two offices of the Technical Services Department recently implemented a 20kWp rooftop photo voltaic (PV) system when 81 installed solar panels were activated.
    These offices now use the sun to generate sufficient electricity to run the offices and state-of-the-art equipment and systems used to ensure that the town’s electricity, water supply, and sewerage systems operate optimally.
    In an effort to promote greater energy efficiency and the use of green energy, the technical department took the lead to install systems that will eventually not only promote energy self-sustainability across all of the municipality’s various buildings but allow for surplus electricity to be exported (sold back) into the grid.
    In the long run, this will result in savings for the town’s ratepayers, who will no longer have to foot the municipality’s electricity bill.
    The initiative followed after the Mossel Bay Municipality won the coveted Greenest Municipality Award in 2015, with a winnings purse that allowed for the promotion of innovative and high impact green programmes and projects for municipal installations.
    Council, at its meeting on 2 March 2016, approved a policy for the connection of all forms of small-scale embedded electricity generation (SSEG) systems such as photo voltaic solar systems (solar panels), biomass reactors or wind turbines to the Mossel Bay Municipality’s electricity network.
    This policy allows the municipality to purchase electricity generated by such systems at tariffs as determined annually by the municipality during its normal budget cycle and it applies to both household and commercial systems.
    The technical department is now in a position to demonstrate and give guidance regarding the efficacy of solar panels, not only to home-owners and commercial users but also to students or visiting academics.
    The new photovoltaic system employs several batteries to store electricity generated during favourable conditions for use after dark or during overcast conditions, ensuring the self-sustainability of the power supply.
    The system was commissioned in December 2016 at a cost of about R1,5 million and is already saving up to 80% of the energy consumed by the Technical Services buildings. Their current capacity is to generate 70Kwh from the sun during any normal 24 hours.
    In an extremely impressive control room, the municipality can track the generation and usage to the minute and its meticulous record keeping allows for accurate and useful statistics.
    The initiative, however, serves a bigger purpose as the Mossel Bay Municipality can now also demonstrate to potential investors that essential service delivery can be guaranteed.
    “Since the commencement of load shedding in 2008, there have been large increases in the electricity tariffs year on year and as the country has been struggling to meet its electricity demands, government has since encouraged the country to explore renewable energy generation options.
    With the use of renewable energy generation, there are environmental benefits to every kWh generated and based on Eskom’s statistics 1kWh generated will avoid 990g of carbon emission and 540g of coal will be saved,” the director of technical services, Dick Naidoo, told the Advertiser.

    In terms of the municipality’s policy on Small Scale Embedded Generation, consumers wishing to export power back into the municipal grid will be required to install a four quadrant bi-directional meter and to move on to the SSEG tariff structure, which will include a network charge in order to cover the operating costs of the municipal network.
